{"id":832,"date":"2010-05-24T12:43:07","date_gmt":"2010-05-24T16:43:07","guid":{"rendered":"http:\/\/netcommissioner.com\/askandy\/?p=832"},"modified":"2011-11-13T12:47:36","modified_gmt":"2011-11-13T17:47:36","slug":"issue-216-may-24-2010","status":"publish","type":"post","link":"http:\/\/netcommissioner.com\/askandy\/2010\/05\/issue-216-may-24-2010\/","title":{"rendered":"Issue 216 &#8211; May 24, 2010"},"content":{"rendered":"<p><strong><span style=\"font-size: small;\">Good <\/span><\/strong><strong><span style=\"font-size: small;\">morning Andy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">Can you <\/span><\/strong><strong><span style=\"font-size: small;\">explain <\/span><\/strong><strong><span style=\"font-size: small;\">n<\/span><\/strong><strong><span style=\"font-size: small;\">ational\u2019s position on hours needed for an E<\/span><\/strong><strong><span style=\"font-size: small;\">agle project<\/span><\/strong><strong><span style=\"font-size: small;\">? <\/span><\/strong><strong><span style=\"font-size: small;\">The guidelines are vague and subject to interpretation<\/span><\/strong><strong><span style=\"font-size: small;\">, and the concern in our troop <\/span><\/strong><strong><span style=\"font-size: small;\">is <\/span><\/strong><strong><span style=\"font-size: small;\">that, <\/span><\/strong><strong><span style=\"font-size: small;\">if the guidelines are subject to interpretation by <\/span><\/strong><strong><span style=\"font-size: small;\">boards of <\/span><\/strong><strong><span style=\"font-size: small;\">review, <\/span><\/strong><strong><span style=\"font-size: small;\">then <\/span><\/strong><strong><span style=\"font-size: small;\">requirements for hours spent on identical projects<\/span><\/strong><strong><span style=\"font-size: small;\"> can vary between <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">couts, districts, even between councils.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> How do<\/span><\/strong><strong><span style=\"font-size: small;\">es the national office assure that <\/span><\/strong><strong><span style=\"font-size: small;\">everybody is applying the same standard <\/span><\/strong><strong><span style=\"font-size: small;\">to all Eagle service projects\u2014n<\/span><\/strong><strong><span style=\"font-size: small;\">ot only for current projects but for projects that have been done in the past<\/span><\/strong><strong><span style=\"font-size: small;\">, too? (<\/span><\/strong><strong><span style=\"font-size: small;\">Ed<\/span><\/strong><strong><span style=\"font-size: small;\">ward<\/span><\/strong><strong><span style=\"font-size: small;\"> Rabotski, <\/span><\/strong><strong><span style=\"font-size: small;\">SM, B<\/span><\/strong><strong><span style=\"font-size: small;\">lackhawk Area Council<\/span><\/strong><strong><span style=\"font-size: small;\">, WI)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">Great question and thanks for asking it!<\/span><\/p>\n<p><span style=\"font-size: small;\">It\u2019s perfectly apparent <\/span><span style=\"font-size: small;\">by simply<\/span><span style=\"font-size: small;\"> reading the <\/span><em><span style=\"font-size: small;\">Eagle Scout Leadership Project Workbook<\/span><\/em><span style=\"font-size: small;\">, published and regularly updated by the BSA national office, that the BSA recognizes <\/span><span style=\"font-size: small;\">how<\/span><span style=\"font-size: small;\"> there can be enormous variations in <\/span><span style=\"font-size: small;\">time from one project to the next<\/span><span style=\"font-size: small;\">. A<\/span><span style=\"font-size: small;\">n interesting excursion into just <\/span><span style=\"font-size: small;\">how <\/span><span style=\"font-size: small;\">large<\/span><span style=\"font-size: small;\"> the variation <\/span><span style=\"font-size: small;\">might<\/span><span style=\"font-size: small;\"> be is to revisit <\/span><span style=\"font-size: small;\"> two intellectual giants<\/span><span style=\"font-size: small;\"> of the last centuries<\/span><span style=\"font-size: small;\">: Leo Tolstoy <\/span><span style=\"font-size: small;\">(1828-1910) <\/span><span style=\"font-size: small;\">and Albert Einstein<\/span><span style=\"font-size: small;\"> (1879-1955). <\/span><span style=\"font-size: small;\">Tolstoy&#8217;s classic<\/span><span style=\"font-size: small;\"> novel,<\/span><em><span style=\"font-size: small;\">War and Peace<\/span><\/em><span style=\"font-size: small;\">, contains 561,893 words<\/span><span style=\"font-size: small;\">. <\/span><span style=\"font-size: small;\"> Einstein&#8217;s <\/span><em><span style=\"font-size: small;\">General Theory of Relativity<\/span><\/em><span style=\"font-size: small;\"> is summed up with<\/span><span style=\"font-size: small;\"> just<\/span><span style=\"font-size: small;\"> five characters: E=MC<\/span><sup><span style=\"font-size: xx-small;\">2<\/span><\/sup><span style=\"font-size: small;\">.<\/span><span style=\"font-size: small;\"> The irony, of course, is that those five characters have had an arguably more profound impact on the world than even Tolstoy&#8217;s master epic, though the latter exponentially <\/span><span style=\"font-size: small;\">larger.<\/span><\/p>\n<p><span style=\"font-size: small;\">Now you may have noticed of late that<\/span><span style=\"font-size: small;\"> Eagle candidate<\/span><span style=\"font-size: small;\">s are asked to provide the number of hours for their project<\/span><span style=\"font-size: small;\">s<\/span><span style=\"font-size: small;\"> on the<\/span><span style=\"font-size: small;\">ir<\/span><span style=\"font-size: small;\"> Eagle Scout Rank<\/span><span style=\"font-size: small;\"> Application<\/span><span style=\"font-size: small;\">; however,<\/span><span style=\"font-size: small;\"> this there <\/span><span style=\"font-size: small;\">neither <\/span><span style=\"font-size: small;\">for <\/span><span style=\"font-size: small;\"> their Scoutmaster<\/span><span style=\"font-size: small;\">n<\/span><span style=\"font-size: small;\">or board of review to &#8220;evaluate&#8221;<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">The <\/span><span style=\"font-size: small;\"> sole purpose is so that the BSA national office can gauge the approximate number of service hours <\/span><span style=\"font-size: small;\">Eagle Scouts<\/span><span style=\"font-size: small;\"> provide to their communities over the course of a year&#8230; In other words, it&#8217;s used for publicity purposes (as well it should).<\/span><\/p>\n<p><span style=\"font-size: small;\">Thus, the guidelines are not so much &#8220;vague&#8221; <\/span><span style=\"font-size: small;\">with regard to service project hours, <\/span><span style=\"font-size: small;\">they<\/span><span style=\"font-size: small;\">\u2019<\/span><span style=\"font-size: small;\">re purposefully silent.<\/span><\/p>\n<p><span style=\"font-size: small;\">Consequently, as BSA literature on the subject points out precisely, t<\/span><span style=\"font-size: small;\">he task of the members of an Eagle Board of Review is not to attempt to determine <\/span><span style=\"font-size: small;\">\u201ch<\/span><span style=\"font-size: small;\">ow long and hard the Scout work<\/span><span style=\"font-size: small;\">ed.\u201d The reviewers\u2019 onus is to determine, per the workbook and in conversation with the Scout himself, <\/span><span style=\"font-size: small;\">was the <\/span><span style=\"font-size: small;\">project<\/span><span style=\"font-size: small;\"> completed according to the pre-approved plan<\/span><span style=\"font-size: small;\"> and what, if any, unforeseen changes needed to be made and how well were they made so that the original goal was accomplished. The central issues are:<\/span><span style=\"font-size: small;\"> What <\/span><span style=\"font-size: small;\"> was accomplish<\/span><span style=\"font-size: small;\">ed<\/span><span style=\"font-size: small;\"> and how d<\/span><span style=\"font-size: small;\">id<\/span><span style=\"font-size: small;\"> this benefit the recipient(s)?<\/span><span style=\"font-size: small;\"> The issues are absolutely not: How many hours did he and his helpers put in and did they get dirt under their fingernails? The latter is simply not what an Eagle project is all about.<\/span><\/p>\n<p><span style=\"font-size: small;\">According to the BSA, <\/span><span style=\"font-size: small;\">there are<\/span><span style=\"font-size: small;\"> four <\/span><span style=\"font-size: small;\"> (and only four) <\/span><span style=\"font-size: small;\">fundamental criteria to evaluate an Eagle <\/span><span style=\"font-size: small;\">candidate\u2019s project:<\/span><span style=\"font-size: small;\"> 1. <\/span><span style=\"font-size: small;\"> Did the <\/span><span style=\"font-size: small;\">Scout <\/span><span style=\"font-size: small;\">demonstrate leadership of others?<\/span><span style=\"font-size: small;\"> 2. <\/span><span style=\"font-size: small;\">Did the Scout indeed direct others to complete the project rather than do the work by himself?<\/span><span style=\"font-size: small;\"> 3. Was the project of real value to the recipient, and who from the recipient can verify its value?<\/span><span style=\"font-size: small;\"> 4. <\/span><span style=\"font-size: small;\"> Did the project follow the pre-approved plan or were modifications needed to bring it to completion?<\/span><span style=\"font-size: small;\"> Notice that <\/span><span style=\"font-size: small;\">there is no <\/span><span style=\"font-size: small;\">question about <\/span><span style=\"font-size: small;\">the amount of time<\/span><span style=\"font-size: small;\"> a project took. T<\/span><span style=\"font-size: small;\">his is absolutely deliberate<\/span><span style=\"font-size: small;\">. T<\/span><span style=\"font-size: small;\">ime is not a criterion<\/span><span style=\"font-size: small;\">; i<\/span><span style=\"font-size: small;\">t is, therefore, not subject to either &#8220;&#8221;interpretation&#8221; or &#8220;evaluation.&#8221; <\/span><\/p>\n<p><span style=\"font-size: small;\">The established procedure by which these criteria<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">and no arbitrary others<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">are addressed across all districts and councils in the BSA is that at least one representative of the district or council advancement committee is always present at an Eagle board of review.<\/span><br \/>\n<span style=\"font-size: small;\">Finally, it&#8217;s absolutely critical to keep always at the front of our minds that, going into a board of review, the goal of every member should be that this will be successful.<\/span><span style=\"font-size: small;\"> It&#8217;s truly not a &#8220;well, maybe yes or maybe no&#8221; situation. The goal is success.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Hi Andy<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">I\u2019m looking to guide our <\/span><\/strong><strong><span style=\"font-size: small;\">Scouts on the proper or most common sense approach to setting up camps, so <\/span><\/strong><strong><span style=\"font-size: small;\">that <\/span><\/strong><strong><span style=\"font-size: small;\">we can train and be prepared to have a site set up late on Friday nights in the dark an<\/span><\/strong><strong><span style=\"font-size: small;\">d in the rain.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">For example<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> what should come first<\/span><\/strong><strong><span style=\"font-size: small;\">\u2026? P<\/span><\/strong><strong><span style=\"font-size: small;\">atrol tents and personal gear<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> or troop dining fly<\/span><\/strong><strong><span style=\"font-size: small;\"> and other troop stuff? <\/span><\/strong><strong><span style=\"font-size: small;\">Any advice would be great<\/span><\/strong><strong><span style=\"font-size: small;\">!<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">Also,<\/span><\/strong><strong><span style=\"font-size: small;\"> what<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s the proper sequence for a hand<\/span><\/strong><strong><span style=\"font-size: small;\">&#8211;<\/span><\/strong><strong><span style=\"font-size: small;\">washing station<\/span><\/strong><strong><span style=\"font-size: small;\">? Is it first tub, <\/span><\/strong><strong><span style=\"font-size: small;\">warm soapy water<\/span><\/strong><strong><span style=\"font-size: small;\">; second tub, <\/span><\/strong><strong><span style=\"font-size: small;\">clean warm water<\/span><\/strong><strong><span style=\"font-size: small;\">; third tub, <\/span><\/strong><strong><span style=\"font-size: small;\">disinfectant\/bleach mix<\/span><\/strong><strong><span style=\"font-size: small;\">? Thanks! (<\/span><\/strong><strong><span style=\"font-size: small;\">Mike Lonergan<\/span><\/strong><strong><span style=\"font-size: small;\">, ASM, <\/span><\/strong><strong><span style=\"font-size: small;\">Connecticut Yankee Council)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">Your best &#8220;guide&#8221; is your Scouts&#8217; own good sense (these are <\/span><em><span style=\"font-size: small;\">their <\/span><\/em><span style=\"font-size: small;\">decisions; not yours!<\/span><span style=\"font-size: small;\"> Your role is to prevent accidents; not to do their thinking for them)&#8230; For instance, in a downpour, the Senior Patrol Leader and Patrol Leaders might decide to quickly setting up a fly (to put all gear under) and then break out the tents so the gear can be transferred into them as fast and dry as possible.<\/span><span style=\"font-size: small;\"> If this is their decision, get out of their way and let \u2018em do it.<\/span><span style=\"font-size: small;\"> If they decide to get the tents set up first, and pack it in for the night, then get out of their way and let them do it that way, if that&#8217;s what they&#8217;ve decided.<\/span><span style=\"font-size: small;\"> What&#8217;s the worst that happens?<\/span><span style=\"font-size: small;\"> They get wet is all.<\/span><\/p>\n<p><span style=\"font-size: small;\">Better idea, again<\/span><span style=\"font-size: small;\">,<\/span><span style=\"font-size: small;\"> for the PLC to decide&#8230; Get to the campsite before dark on Friday nights, or, if it&#8217;s not daylight saving time, do the camp-out Saturday-to-Sunday so there&#8217;s no darkness problem.<\/span><\/p>\n<p><span style=\"font-size: small;\">As for hand-washing, I&#8217;m assuming this<\/span><span style=\"font-size: small;\">\u2019<\/span><span style=\"font-size: small;\">ll be done in each patrol site, and there&#8217;ll be no &#8220;universal&#8221; troop wash-stand.<\/span><span style=\"font-size: small;\"> I hope I&#8217;m right about that, because the fact of the matter is that &#8220;troops&#8221; don&#8217;t go hiking and camping, <\/span><em><span style=\"font-size: small;\">patrols <\/span><\/em><span style=\"font-size: small;\">do! And for the actual method, your Scouts can check out page 307 of their<\/span><em><span style=\"font-size: small;\">Boy Scout Handbook<\/span><\/em><span style=\"font-size: small;\">.<\/span><\/p>\n<p><span style=\"font-size: small;\">Happy camping!<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear Andy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">Can a person hold a Unit Commissioner position for the <\/span><\/strong><strong><span style=\"font-size: small;\">unit he or she is<\/span><\/strong><strong><span style=\"font-size: small;\"> a part of? <\/span><\/strong><strong><span style=\"font-size: small;\">What are the rules on that?<\/span><\/strong><strong><span style=\"font-size: small;\"> (Name &amp; Council Withheld)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">You actually have two questions wrapped into one&#8230;<\/span><\/p>\n<p><span style=\"font-size: small;\">First, unless we&#8217;re talking about a Unit Leader (e.g., Scoutmaster), any adult registered with a unit can be dual-registered as a Commissioner.<\/span><\/p>\n<p><span style=\"font-size: small;\">The second aspect&#8217;s tricky&#8230; While there&#8217;s nothing strictly <\/span><span style=\"font-size: small;\">verboten<\/span><span style=\"font-size: small;\"> about being the Unit Commissioner for a unit that you&#8217;re already registered in, it can be very confusing for everyone\u2014including the UC! <\/span><span style=\"font-size: small;\">Let&#8217;s say you&#8217;re a committee member and also <\/span><span style=\"font-size: small;\">that same unit\u2019s <\/span><span style=\"font-size: small;\">Unit Commissioner, and you make a recommendation or suggestion to the troop committee or Scoutmaster to try this or that&#8230;<\/span><span style=\"font-size: small;\">Which &#8220;hat&#8221; are you wearing?<\/span><span style=\"font-size: small;\"> Are you speaking as their UC, or as a committee member? Gets worse of you&#8217;re, let&#8217;s say, the Committee Chair or an Assistant Scoutmaster.<\/span><span style=\"font-size: small;\"> So, in general, this isn&#8217;t encouraged.<\/span><span style=\"font-size: small;\"> However, if you were to drop your unit registration, then a UC position might be just what the doctor ordered, because you&#8217;re already acquainted with the unit&#8217;s &#8220;personality&#8221; as well as the adults involved in keeping the unit strong, and you&#8217;re not considered an &#8220;outsider&#8221;!<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Hi <\/span><\/strong><strong><span style=\"font-size: small;\">Andy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">At a recent camp<\/span><\/strong><strong><span style=\"font-size: small;\">out, I was told that <\/span><\/strong><strong><span style=\"font-size: small;\">all<\/span><\/strong><strong><span style=\"font-size: small;\"> aerosols are prohibited.<\/span><\/strong><strong><span style=\"font-size: small;\"> I didn\u2019t <\/span><\/strong><strong><span style=\"font-size: small;\">learn that in ITOLS or SALT<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> and <\/span><\/strong><strong><span style=\"font-size: small;\">I\u2019m <\/span><\/strong><strong><span style=\"font-size: small;\">wonder<\/span><\/strong><strong><span style=\"font-size: small;\">ing if it<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s a BSA policy, a <\/span><\/strong><strong><span style=\"font-size: small;\">d<\/span><\/strong><strong><span style=\"font-size: small;\">istrict <\/span><\/strong><strong><span style=\"font-size: small;\">or council <\/span><\/strong><strong><span style=\"font-size: small;\">policy, <\/span><\/strong><strong><span style=\"font-size: small;\">or what? Our t<\/span><\/strong><strong><span style=\"font-size: small;\">roop&#8217;s field uniform is the same as the <\/span><\/strong><strong><span style=\"font-size: small;\">\u201cformal\u201d<\/span><\/strong><strong><span style=\"font-size: small;\">u<\/span><\/strong><strong><span style=\"font-size: small;\">niform, but <\/span><\/strong><strong><span style=\"font-size: small;\">we wear our t<\/span><\/strong><strong><span style=\"font-size: small;\">roop <\/span><\/strong><strong><span style=\"font-size: small;\">tee-shirt <\/span><\/strong><strong><span style=\"font-size: small;\">i<\/span><\/strong><strong><span style=\"font-size: small;\">n<\/span><\/strong><strong><span style=\"font-size: small;\">stead of<\/span><\/strong><strong><span style=\"font-size: small;\"> the regular uniform shirt.<\/span><\/strong><strong><span style=\"font-size: small;\"> Does this run counter to the spirit of uniforming, or<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> since a &#8220;<\/span><\/strong><strong><span style=\"font-size: small;\">field <\/span><\/strong><strong><span style=\"font-size: small;\">u<\/span><\/strong><strong><span style=\"font-size: small;\">niform&#8221; is being uniformly <\/span><\/strong><strong><span style=\"font-size: small;\">worn, does that make it OK? (Name Withheld, Baltimore<\/span><\/strong><strong><span style=\"font-size: small;\"> Area Council, MD)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">First, it\u2019s important to understand that, according to the BSA national council, there\u2019s only one uniform in Boy Scouting, and it includes shirt, belt, pants\/shorts, and socks; the cap, neckerchief<\/span><span style=\"font-size: small;\">-and-slide<\/span><span style=\"font-size: small;\">, and footgear having options. Further, when the BSA describes the wearing of a tee- or other shirt with the belt, pants\/shorts, and socks, <\/span><span style=\"font-size: small;\"> it does not refer to this combination as a \u201cuniform.\u201d<\/span><\/p>\n<p><span style=\"font-size: small;\">So, for <\/span><span style=\"font-size: small;\"> accurate nomenclature, there\u2019s a \u201cuniform\u201d and there\u2019s sorta nothing else. According to the<\/span><span style=\"font-size: small;\"> BSA<\/span><span style=\"font-size: small;\">, there are no <\/span><span style=\"font-size: small;\">\u201cformal\u201d uniforms, \u201cfield\u201d uniforms, \u201cClass A\u201d uniforms, or even \u201cClass B\u201d uniforms, despite and widespread common practice among volunteers and paid staff alike. <\/span><\/p>\n<p><span style=\"font-size: small;\">As for what sorts of \u201coptions\u201d a troop of Scouts <\/span><span style=\"font-size: small;\">might vote on<\/span><span style=\"font-size: small;\">, this could include the kind of BSA headgear all would wear, <\/span><span style=\"font-size: small;\"> a troop tee-shirt <\/span><span style=\"font-size: small;\">or polo shirt <\/span><span style=\"font-size: small;\"> design for non-uniform wear<\/span><span style=\"font-size: small;\">,<\/span><span style=\"font-size: small;\"> whether neckerchiefs will be worn and their color(s) or design, and that\u2019s about the extent of it. <\/span><\/p>\n<p><span style=\"font-size: small;\">You see, <\/span><span style=\"font-size: small;\">no troop in the BSA (or any country&#8217;s Scout organization, for that matter) gets to &#8220;vote&#8221; on whether or not they wear their uniform.<\/span><span style=\"font-size: small;\">Is &#8220;climate&#8221; the argument?<\/span><span style=\"font-size: small;\"> Sorry, doesn&#8217;t cut the mustard&#8230; However, what the troop can definitely do is go to Scout shorts and Scout socks, with their short-sleeved Scout shirts during the summer months.<\/span><br \/>\n<span style=\"font-size: small;\"> As former Scoutmaster of a Southern California troop that wore their <\/span><span style=\"font-size: small;\">short-sleeved <\/span><span style=\"font-size: small;\"> uniform shirts with neckerchiefs-and-slides, Scout shorts and Scout knee socks at all times<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">troop meetings, hikes, and overnights, too<\/span><span style=\"font-size: small;\">, plus courts of honor!\u2014<\/span><span style=\"font-size: small;\">I<\/span><span style=\"font-size: small;\"> personally have no sympathy for &#8220;climate&#8221; or other arguments. We <\/span><em><span style=\"font-size: small;\">always<\/span><\/em><span style=\"font-size: small;\"> looked like Scouts, and that got us special privileges with mountaineering instructors, TV news crews out looking for stories, our council&#8217;s special events people, local service clubs, professional sports teams (we&#8217;d get invited to the dugout or the locker room after the game) and on and on!<\/span><span style=\"font-size: small;\"> Talk about building a sense of pride, solidarity, belonging, and camaraderie! If someone <\/span><span style=\"font-size: small;\">owes<\/span><span style=\"font-size: small;\"> money, to anyone, they&#8217;re expected to pay up.<\/span><span style=\"font-size: small;\"> If she has some <\/span><span style=\"font-size: small;\">valid reason for refusing to pay, you need to know what it is so that it can be dealt with.<\/span><span style=\"font-size: small;\"> Or, perhaps she merely forgot.<\/span><span style=\"font-size: small;\"> So give her a bill or invoice, and ask her when she expects to pay; then expect her to stick to that date. (Name &amp; Council Withheld)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">First, you need to separate these two individuals, because the process is different for each one&#8230;<\/span><\/p>\n<p><span style=\"font-size: small;\">For the ASM, it&#8217;s simple.<\/span><span style=\"font-size: small;\"> ASMs report to the Scoutmaster and are &#8220;vetted&#8221; by the Committee Chair, so either one of these (better if it&#8217;s both!) just take him aside and tell him, &#8220;Thank you for your services, they will no longer be needed; your positi<\/span><span style=\"font-size: small;\">on as ASM is terminated.&#8221; <\/span><span style=\"font-size: small;\"> Then, the next day, the C<\/span><span style=\"font-size: small;\">ommittee Chair<\/span><span style=\"font-size: small;\"> or the Chartered Organization Representative goes to the council service center and has his name removed from the troop&#8217;s roster.<\/span><\/p>\n<p><span style=\"font-size: small;\">For the Scout, it&#8217;s a bit more problematic.<\/span><span style=\"font-size: small;\"> Yes, a Scout can be removed from the troop by a Scoutmaster-and-committee decision that his actions have or are likely to bring harm to himself or other Scouts.<\/span><span style=\"font-size: small;\"> In an &#8220;in harm&#8217;s way&#8221; situation, dismissal is virtually mandatory, and can be immediate.<\/span><span style=\"font-size: small;\"> If, however, it&#8217;s simply because he&#8217;s annoying, rude, <\/span><span style=\"font-size: small;\">and a general <\/span><span style=\"font-size: small;\"> pin-head, then he needs one or more Scoutmaster&#8217;s conferences. If he&#8217;s disrespectful to any youth or adult leader on a regular basis, then the SM and Committee Chair need to take him aside and tell him, point blank, that, unless he stops this immediately he will need to be removed from the troop.<\/span><span style=\"font-size: small;\"> This young man actually needs Scouting, or his attitudes are going to spill over into his everyday <\/span><span style=\"font-size: small;\">world<\/span><span style=\"font-size: small;\"> and infect all aspects of it, maybe for life. While you&#8217;re definitely not to be considered licensed therapists, and don&#8217;t have to put up with his nonsense if it&#8217;s incorrigible, removing him from the troop would be a last resort. Had it said &#8220;approved,&#8221; this would mean that there may be some sort of appraisal, examination, or confirmation process involved<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">which of course there isn&#8217;t.<\/span><span style=\"font-size: small;\"> Therefore, a Scoutmaster can<\/span><span style=\"font-size: small;\">\u2019<\/span><span style=\"font-size: small;\">t withhold signing the application when a Scout says \u201cI want to work on this merit badge\u2026\u201d<\/span><span style=\"font-size: small;\">This is described precisely in the previous <\/span><em><span style=\"font-size: small;\">Boy Scout Handbook<\/span><\/em><span style=\"font-size: small;\">: See page 187, in which it states that when the Scout asks to start a merit badge, the Scoutmaster complies.<\/span><span style=\"font-size: small;\"> The current handbook also describes to the Scout how to start on merit badges, but the previous handbook did a better job of describing precisely the actual steps\u2014which haven\u2019t changed, by the way.<\/span><\/p>\n<p><span style=\"font-size: small;\">Now, yes, it&#8217;s entirely possible for a Scout to take on too many things all at the same time.<\/span><span style=\"font-size: small;\"> However, that should be allowed to happen, because, in Scouting,<\/span><em><span style=\"font-size: small;\"> boys learn by doing<\/span><\/em><span style=\"font-size: small;\">, not by being &#8220;managed.&#8221; The wise Scoutmaster will give new merit badge applications to the Scout whenever he asks for one, but will stay in touch with the Scout, along the lines of &#8220;How&#8217;s it goin&#8217; for you?&#8221;<\/span><span style=\"font-size: small;\"> Then, if the Scout manages all the stuff he&#8217;s working on, great! Or, <\/span><\/strong><strong><span style=\"font-size: small;\">must he earn Bronze, then <\/span><\/strong><strong><span style=\"font-size: small;\">three months later Gold, then finally Silver three months after that.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> Many <\/span><\/strong><strong><span style=\"font-size: small;\">Scouts<\/span><\/strong><strong><span style=\"font-size: small;\"> don&#8217;t have <\/span><\/strong><strong><span style=\"font-size: small;\">nine more months<\/span><\/strong><strong><span style=\"font-size: small;\"> after Eagle <\/span><\/strong><strong><span style=\"font-size: small;\">before they turn 18, but they<\/span><\/strong><strong><span style=\"font-size: small;\"> do have <\/span><\/strong><strong><span style=\"font-size: small;\">enough merit badges for Palms (<\/span><\/strong><strong><span style=\"font-size: small;\">Joe LeClair<\/span><\/strong><strong><span style=\"font-size: small;\">)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">The BSA informs us that <\/span><span style=\"font-size: small;\">Palms come in order, in increments of five merit badges and three months each&#8230; First three months: Bronze Palm; second three months: Gold Palm (Bronze comes off the ribbon); third three months: Silver Palm (Gold comes off the ribbon); fourth three months: second Bronze Palm<\/span><span style=\"font-size: small;\"> (stays on the ribbon with the Silver)<\/span><span style=\"font-size: small;\">; fifth three months: second Gold Palm<\/span><span style=\"font-size: small;\"> (Bronze, again, comes off)<\/span><span style=\"font-size: small;\">; and so on&#8230;<\/span><\/p>\n<p><span style=\"font-size: small;\">I&#8217;ve known of Scouts with four dozen or more merit badges as Life Scouts, who earn <\/span><span style=\"font-size: small;\">Eagle <\/span><span style=\"font-size: small;\">rank at age<\/span><span style=\"font-size: small;\"> 17 years-10 months.<\/span><span style=\"font-size: small;\"> Guess what&#8230; No palms.<\/span><span style=\"font-size: small;\"> End of story, unfortunately, but that&#8217;s the way it happens,<\/span><span style=\"font-size: small;\">sometimes<\/span><span style=\"font-size: small;\">\u2014and that\u2019s one of Scouting\u2019s \u201clife lessons.\u201d<\/span><\/p>\n<p><strong><span style=\"font-size: small;\">So <\/span><\/strong><strong><span style=\"font-size: small;\">even though a <\/span><\/strong><strong><span style=\"font-size: small;\">Scout<\/span><\/strong><strong><span style=\"font-size: small;\">may have<\/span><\/strong><strong><span style=\"font-size: small;\"> 15 <\/span><\/strong><strong><span style=\"font-size: small;\">merit<\/span><\/strong><strong><span style=\"font-size: small;\"> badges <\/span><\/strong><strong><span style=\"font-size: small;\">more than the 21 he needs for Eagle, <\/span><\/strong><strong><span style=\"font-size: small;\">on the day of his Eagle Board of Review, he can\u2019t apply for <\/span><\/strong><strong><span style=\"font-size: small;\">a<\/span><\/strong><strong><span style=\"font-size: small;\"> Silver Palm until he goes through the steps of Bronze and Gold and <\/span><\/strong><strong><span style=\"font-size: small;\">the three-month increments for each\u2026 r<\/span><\/strong><strong><span style=\"font-size: small;\">ight?<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">That&#8217;s right<\/span><span style=\"font-size: small;\">&#8230;and it&#8217;s written out for the Scout to read for himself, in the <\/span><em><span style=\"font-size: small;\">Boy Scout Handbook<\/span><\/em><span style=\"font-size: small;\"> that he\u2019s been totin\u2019 for six years!<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear Andy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">Is there any BSA rule or regulation on who approves a <\/span><\/strong><strong><span style=\"font-size: small;\">Scout<\/span><\/strong><strong><span style=\"font-size: small;\"> for <\/span><\/strong><strong><span style=\"font-size: small;\">\u201c<\/span><\/strong><strong><span style=\"font-size: small;\">Scout<\/span><\/strong><strong><span style=\"font-size: small;\"> spirit<\/span><\/strong><strong><span style=\"font-size: small;\">\u201d<\/span><\/strong><strong><span style=\"font-size: small;\">?<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">Would it be the <\/span><\/strong><strong><span style=\"font-size: small;\">Scoutmaster? <\/span><\/strong><strong><span style=\"font-size: small;\">Perhaps the troop committee<\/span><\/strong><strong><span style=\"font-size: small;\">?<\/span><\/strong><strong><span style=\"font-size: small;\"> (Michael Walsh<\/span><\/strong><strong><span style=\"font-size: small;\">)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">Let&#8217;s start <\/span><span style=\"font-size: small;\"> with some arithmetic<\/span><span style=\"font-size: small;\">: Troop meetings <\/span><span style=\"font-size: small;\"> typically last about 90 minutes and <\/span><span style=\"font-size: small;\">then <\/span><span style=\"font-size: small;\"> maybe once a month there&#8217;s a troop outing of some sort, and these are the times when a Scoutmaster and\/or committee (if committee members <\/span><span style=\"font-size: small;\">happen to be at these events as well, which is by no means a certainty) can &#8220;observe&#8221; a Scout, <\/span><span style=\"font-size: small;\"> while he\u2019s in and amongst <\/span><span style=\"font-size: small;\">a couple dozen of his fellow Scouts.<\/span><span style=\"font-size: small;\">So, in sum, <\/span><span style=\"font-size: small;\"> these possible &#8220;observation<\/span><span style=\"font-size: small;\"> opportunitie<\/span><span style=\"font-size: small;\">s&#8221; might account for as much as 75 minutes per Scout, per month,<\/span><span style=\"font-size: small;\"> in an average troop.<\/span><span style=\"font-size: small;\"> Not too bad, except that there are over 43<\/span><span style=\"font-size: small;\">,000<\/span><span style=\"font-size: small;\"> minutes in a month<\/span><span style=\"font-size: small;\">, which<\/span><span style=\"font-size: small;\"> means that<\/span><span style=\"font-size: small;\"> the actual<\/span><span style=\"font-size: small;\"> &#8220;observation <\/span><span style=\"font-size: small;\"> opportunity time&#8221; in Scouting represents less than two-tenths of one percent (0.0017) of a Scout&#8217;s life.<\/span><\/p>\n<p><span style=\"font-size: small;\">Now, <\/span><span style=\"font-size: small;\"> let&#8217;s take a look at the <\/span><span style=\"font-size: small;\">language of <\/span><span style=\"font-size: small;\"> requirement, which refers not to exclusively Scouting activities but <\/span><em><span style=\"font-size: small;\">to the Scout\u2019s <\/span><\/em><em><span style=\"text-decoration: underline;\"><span style=\"font-size: small;\">daily life<\/span><\/span><\/em><span style=\"font-size: small;\">\u2014in other words, all 43,000 minutes in an average month. Extend this to the minimum six months between Star and Life, or Life and Eagle, and you have 7.5 hours of \u201cobservation opportunity\u201d out of a total of 4,335 hours in that six-month time-frame.
