A \u201cScoutmaster-assigned leadership project\u201d can\u2019t be used for Eagle; only for Star or Life ranks. For Eagle, a Scout must serve for a minimum of six months in one or more of a specifically noted number of positions: Patrol <\/span><\/strong><strong><span style=\"font-size: small;\">L<\/span><\/strong><strong><span style=\"font-size: small;\">eader<\/span><\/strong><strong><span style=\"font-size: small;\">\/ Venture Patrol Leader<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> Senior Patrol Leader, ASPL, Troop Guide, OA Troop Representative, Den Chief, Scribe, Historian, Librarian, Quartermaster, Chaplain Aide, JASM, and LNT Trainer. \u201cMentoring\u201d another Scout who serves in a troop leadership capacity is a fine thing to do, but it\u2019s not equivalent to serving in position oneself. Council Withheld)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">By the numbers&#8230;<\/span><\/p>\n<p><span style=\"font-size: small;\">1<\/span><span style=\"font-size: small;\">) Nope.<\/span><span style=\"font-size: small;\"> Read page 2 of the <\/span><span style=\"font-size: small;\"> adult volunteer <\/span><span style=\"font-size: small;\">app<\/span><span style=\"font-size: small;\">lication<\/span><span style=\"font-size: small;\">, where it tells you that you can hold only a single unit position, except for the CR (Chartered Organization Representative).<\/span><\/p>\n<p><span style=\"font-size: small;\">2<\/span><span style=\"font-size: small;\">) The CR can be a solo position or may be dual-registered as CC also.<\/span><\/p>\n<p><span style=\"font-size: small;\"> 3) Ask your council registrar or, better yet, ask your District Executive to ask the registrar on your behalf.<\/span><span style=\"font-size: small;\"> This stuff isn&#8217;t supposed to be some sort of &#8220;secret&#8221; document!<\/span><\/p>\n<p><span style=\"font-size: small;\">4<\/span><span style=\"font-size: small;\">) Several options here: Report this to the chartered organization, along with a copy of the <\/span><em><span style=\"font-size: small;\">Guide to Safe Scoutin<\/span><\/em><span style=\"font-size: small;\">g with the appropriate citations underlines or highlighted, talk this over with your troop&#8217;s Unit Commissioner or in the absence of a UC your District Commissioner, or go straight to your District Executive (understanding that only the chartered organization has the actual authority to enforce this stuff, short of canceling the unit&#8217;s charter).<\/span><\/p>\n<p><span style=\"font-size: small;\">Hmm<\/span><span style=\"font-size: small;\">&#8230; Sounds like you and your son need to start shopping for a new troop\u2014one that sails a little closer to Scouting&#8217;s True North.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Hi Andy,<\/span><\/strong><br \/>\n<strong><span style=\"font-size: small;\">The Assistant Scoutmaster of the troop our son\u2019s in has caused the departure of <\/span><\/strong><strong><span style=\"font-size: small;\">several <\/span><\/strong><strong><span style=\"font-size: small;\">Scouts and their <\/span><\/strong><strong><span style=\"font-size: small;\">families because <\/span><\/strong><strong><span style=\"font-size: small;\">he <\/span><\/strong><strong><span style=\"font-size: small;\">intimidates<\/span><\/strong><strong><span style=\"font-size: small;\"> the <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">couts.<\/span><\/strong><strong><span style=\"font-size: small;\"> He<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s consistently yelling at the<\/span><\/strong><strong><span style=\"font-size: small;\">m<\/span><\/strong><strong><span style=\"font-size: small;\"> over anything and everything<\/span><\/strong><strong><span style=\"font-size: small;\">, including <\/span><\/strong><strong><span style=\"font-size: small;\">his own son<\/span><\/strong><strong><span style=\"font-size: small;\">.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> He even yells at <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">couts <\/span><\/strong><strong><span style=\"font-size: small;\">over what they did or didn\u2019t do at events he<\/span><\/strong><strong><span style=\"font-size: small;\"> wasn&#8217;t even at<\/span><\/strong><strong><span style=\"font-size: small;\">!<\/span><\/strong><strong><span style=\"font-size: small;\"> Many parents have talked with the S<\/span><\/strong><strong><span style=\"font-size: small;\">coutmaster about this ASM\u2019s <\/span><\/strong><strong><span style=\"font-size: small;\">yelling and <\/span><\/strong><strong><span style=\"font-size: small;\">how he <\/span><\/strong><strong><span style=\"font-size: small;\">uses <\/span><\/strong><strong><span style=\"font-size: small;\">\u201c<\/span><\/strong><strong><span style=\"font-size: small;\">intimidation\u201d tactics<\/span><\/strong><strong><span style=\"font-size: small;\">, like strutting, <\/span><\/strong><strong><span style=\"font-size: small;\">puffing out <\/span><\/strong><strong><span style=\"font-size: small;\">his <\/span><\/strong><strong><span style=\"font-size: small;\">chest, yelling, <\/span><\/strong><strong><span style=\"font-size: small;\">and getting nose-to-nose with the Scouts when he\u2019s yelling. <\/span><\/strong><strong><span style=\"font-size: small;\">Many<\/span><\/strong><strong><span style=\"font-size: small;\"> parents are afraid to say anything<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> because they<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019re afraid that<\/span><\/strong><strong><span style=\"font-size: small;\"> their sons w<\/span><\/strong><strong><span style=\"font-size: small;\">ill be singles out by this guy at a camp-out when they\u2019re not there. The Scoutmaster\u2019s <\/span><\/strong><strong><span style=\"font-size: small;\">talked to <\/span><\/strong><strong><span style=\"font-size: small;\">him several times about <\/span><\/strong><strong><span style=\"font-size: small;\">the way he treats <\/span><\/strong><strong><span style=\"font-size: small;\">the <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">couts<\/span><\/strong><strong><span style=\"font-size: small;\">, but the <\/span><\/strong><strong><span style=\"font-size: small;\">any <\/span><\/strong><strong><span style=\"font-size: small;\">change<\/span><\/strong><strong><span style=\"font-size: small;\">s are short-lived<\/span><\/strong><strong><span style=\"font-size: small;\">.<\/span><\/strong><strong><span style=\"font-size: small;\"> What do we do when the current Scoutmaster \u201cretires\u201d\u2014as he does plan to do soon? (The ASM and the Committee Chair are husband-and-wife, by the way.) (Name &amp; Council Withheld)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">Sounds like this Whacko Jacko channeling R. Lee Ermey (of \u201cFull Metal Jacket, and \u201cMail Call\u201d fame) when he should be emulating Ike. <\/span><\/p>\n<p><span style=\"font-size: small;\">There<\/span><span style=\"font-size: small;\">\u2019s absolutely no reason why you all should have to tolerate this, but you&#8217;ll need to take immediate and assertive action&#8230; Since the Scoutmaster is <\/span><span style=\"font-size: small;\">ultimately approved (or not) by the executive officer of the unit\u2019s sponsor (this supersedes even the<\/span><span style=\"font-size: small;\"> Committee Chair and the Chartered Organization Representative), <\/span><em><span style=\"font-size: small;\">all<\/span><\/em><span style=\"font-size: small;\"> of the parents who are having a problem with this nutso<\/span><span style=\"font-size: small;\"> heir-apparent to the Scoutmaster need to immediately <\/span><span style=\"font-size: small;\">schedule<\/span><span style=\"font-size: small;\"> an in-person meeting with the <\/span><span style=\"font-size: small;\">head of the chartered organization<\/span><span style=\"font-size: small;\"> (no &#8220;email wars&#8221;!) to tell <\/span><span style=\"font-size: small;\">him or her<\/span><span style=\"font-size: small;\"> of your concerns and request that a different person be selected to become the Scoutmaster.<\/span><span style=\"font-size: small;\"> If there<\/span><span style=\"font-size: small;\">\u2019s a volunteer for this position among you, this should make the process happen easily.<\/span><span style=\"font-size: small;\"> If the<\/span><span style=\"font-size: small;\">re\u2019s any refusal <\/span><span style=\"font-size: small;\">to make th<\/span><span style=\"font-size: small;\">is<\/span><span style=\"font-size: small;\"> change, then you all will need to transfer your sons into a different troop.<\/span><span style=\"font-size: small;\"> (One more point: I\u2019m no attorney or law enforcement officer, but there\u2019s a good chance that this guy\u2019s behavior would be considered emotional abuse of minors\u2026 You all may want to check it out.)<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear Andy,<\/span><\/strong><br \/>\n<strong><span style=\"font-size: small;\">Our <\/span><\/strong><strong><span style=\"font-size: small;\">troop<\/span><\/strong><strong><span style=\"font-size: small;\"> is <\/span><\/strong><strong><span style=\"font-size: small;\">moving <\/span><\/strong><strong><span style=\"font-size: small;\">steadily from adult<\/span><\/strong><strong><span style=\"font-size: small;\">-run to a <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">cout<\/span><\/strong><strong><span style=\"font-size: small;\">-run, Patrol Method <\/span><\/strong><strong><span style=\"font-size: small;\">troop<\/span><\/strong><strong><span style=\"font-size: small;\">, with the predictable result that it<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s tripled in size in short order and the S<\/span><\/strong><strong><span style=\"font-size: small;\">couts<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019 enthusiasm <\/span><\/strong><strong><span style=\"font-size: small;\">is high.<\/span><\/strong><strong><span style=\"font-size: small;\"> One of the last remaining devolutions of \u201cpower\u201d has to do with how patrols <\/span><\/strong><strong><span style=\"font-size: small;\">will <\/span><\/strong><strong><span style=\"font-size: small;\">pay for their food on campouts.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> Historically<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> this has been done by the adults as part of the trip permission form\u2014the <\/span><\/strong><strong><span style=\"font-size: small;\">trip coordinator <\/span><\/strong><strong><span style=\"font-size: small;\">(one of the dads) <\/span><\/strong><strong><span style=\"font-size: small;\">collects the money<\/span><\/strong><strong><span style=\"font-size: small;\"> from each Scout, and <\/span><\/strong><strong><span style=\"font-size: small;\">then the <\/span><\/strong><strong><span style=\"font-size: small;\">troop <\/span><\/strong><strong><span style=\"font-size: small;\">treasurer reimburses the <\/span><\/strong><strong><span style=\"font-size: small;\">Scout who<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019s assigned to buying the <\/span><\/strong><strong><span style=\"font-size: small;\">food for his patrol.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> This isn&#8217;t how we did it when I was a Scout, nor is it what we teach at adult leader training (of course<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> some of the <\/span><\/strong><strong><span style=\"font-size: small;\">\u201cexperienced&#8221; <\/span><\/strong><strong><span style=\"font-size: small;\">adults involved with the troop <\/span><\/strong><strong><span style=\"font-size: small;\">strongly object to <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">couts handl<\/span><\/strong><strong><span style=\"font-size: small;\">ing<\/span><\/strong><strong><span style=\"font-size: small;\"> money<\/span><\/strong><strong><span style=\"font-size: small;\">). I\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">m interested in knowing how patrols should handle paying for the<\/span><\/strong><strong><span style=\"font-size: small;\">ir <\/span><\/strong><strong><span style=\"font-size: small;\">food for campouts<\/span><\/strong><strong><span style=\"font-size: small;\"> and hikes, and are <\/span><\/strong><strong><span style=\"font-size: small;\">there <\/span><\/strong><strong><span style=\"font-size: small;\">problems when S<\/span><\/strong><strong><span style=\"font-size: small;\">couts simply handl<\/span><\/strong><strong><span style=\"font-size: small;\">e<\/span><\/strong><strong><span style=\"font-size: small;\"> this on their own<\/span><\/strong><strong><span style=\"font-size: small;\"> (meaning that adults had better be there to &#8220;help&#8221;<\/span><\/strong><strong><span style=\"font-size: small;\">) or does it <\/span><\/strong><strong><span style=\"font-size: small;\">actually work? (<\/span><\/strong><strong><span style=\"font-size: small;\">Rob Harrison<\/span><\/strong><strong><span style=\"font-size: small;\">, CC, <\/span><\/strong><strong><span style=\"font-size: small;\">Atlanta Area Council<\/span><\/strong><strong><span style=\"font-size: small;\">, GA)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">The &#8220;secret&#8221; to this question is <\/span><span style=\"font-size: small;\">a<\/span><span style=\"font-size: small;\"> fundamental principle of <\/span><span style=\"font-size: small;\">Scouting: NEVER DO FOR A SCOUT WHAT HE CAN DO FOR HIMSELF.<\/span><\/p>\n<p><span style=\"font-size: small;\">In my <\/span><span style=\"font-size: small;\"> own experience as a Scout and several times as a Scoutmaster, when patrols plan their own menus for a hike or camp-out (as they obviously should when The Patrol Method&#8217;s in place), then two Scouts are assigned to do the food-buying (with a single parent along to perhaps do the driving), and they then present the total bill to the patrol, for equal-share reimbursement.<\/span><span style=\"font-size: small;\"> It&#8217;s really no more complicated than that!<\/span><span style=\"font-size: small;\"> Keep the responsibility where the responsibility belongs.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear A<\/span><\/strong><strong><span style=\"font-size: small;\">ndy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">A Scout<\/span><\/strong><strong><span style=\"font-size: small;\">recently <\/span><\/strong><strong><span style=\"font-size: small;\">asked me<\/span><\/strong><strong><span style=\"font-size: small;\"> what the symbols <\/span><\/strong><strong><span style=\"font-size: small;\">in the three areas of <\/span><\/strong><strong><span style=\"font-size: small;\">the <\/span><\/strong><strong><span style=\"font-size: small;\">E<\/span><\/strong><strong><span style=\"font-size: small;\">mergency <\/span><\/strong><strong><span style=\"font-size: small;\">Preparedness merit badge<\/span><\/strong><strong><span style=\"font-size: small;\"> are<\/span><\/strong><strong><span style=\"font-size: small;\">. <\/span><\/strong><strong><span style=\"font-size: small;\">I started, <\/span><\/strong><strong><span style=\"font-size: small;\">&#8220;Oh, that<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019s easy<\/span><\/strong><strong><span style=\"font-size: small;\">! It\u2019s a F<\/span><\/strong><strong><span style=\"font-size: small;\">irst <\/span><\/strong><strong><span style=\"font-size: small;\">A<\/span><\/strong><strong><span style=\"font-size: small;\">id or saf<\/span><\/strong><strong><span style=\"font-size: small;\">ety symbol, a house, and a&#8230;&#8221;<\/span><\/strong><strong><span style=\"font-size: small;\"> and that\u2019s when <\/span><\/strong><strong><span style=\"font-size: small;\">realized I ha<\/span><\/strong><strong><span style=\"font-size: small;\">d<\/span><\/strong><strong><span style=\"font-size: small;\"> no idea what the<\/span><\/strong><strong><span style=\"font-size: small;\"> third group of <\/span><\/strong><strong><span style=\"font-size: small;\">symbols <\/span><\/strong><strong><span style=\"font-size: small;\">(in the lower right section<\/span><\/strong><strong><span style=\"font-size: small;\">)<\/span><\/strong><strong><span style=\"font-size: small;\">is. I\u2019ve <\/span><\/strong><strong><span style=\"font-size: small;\">sta<\/span><\/strong><strong><span style=\"font-size: small;\">r<\/span><\/strong><strong><span style=\"font-size: small;\">ted researching this, and I now <\/span><\/strong><strong><span style=\"font-size: small;\">know when the badge <\/span><\/strong><strong><span style=\"font-size: small;\">was <\/span><\/strong><strong><span style=\"font-size: small;\">first a<\/span><\/strong><strong><span style=\"font-size: small;\">uthorized<\/span><\/strong><strong><span style=\"font-size: small;\">, what the requir<\/span><\/strong><strong><span style=\"font-size: small;\">e<\/span><\/strong><strong><span style=\"font-size: small;\">ments are, <\/span><\/strong><strong><span style=\"font-size: small;\">and so forth, <\/span><\/strong><strong><span style=\"font-size: small;\">but I have<\/span><\/strong><strong><span style=\"font-size: small;\">n\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">t been able to find any information <\/span><\/strong><strong><span style=\"font-size: small;\">on<\/span><\/strong><strong><span style=\"font-size: small;\"> what that symbol is<\/span><\/strong><strong><span style=\"font-size: small;\">! Some people that I\u2019ve asked <\/span><\/strong><strong><span style=\"font-size: small;\">have speculated that it<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s debris<\/span><\/strong><strong><span style=\"font-size: small;\">;<\/span><\/strong><strong><span style=\"font-size: small;\">others<\/span><\/strong><strong><span style=\"font-size: small;\">think it\u2019s <\/span><\/strong><strong><span style=\"font-size: small;\">Morse <\/span><\/strong><strong><span style=\"font-size: small;\">code, some say it<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s Ham or short-wave <\/span><\/strong><strong><span style=\"font-size: small;\">radio waves, and some say it<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019s lighting<\/span><\/strong><strong><span style=\"font-size: small;\"> Can you <\/span><\/strong><strong><span style=\"font-size: small;\">help me figure this out<\/span><\/strong><strong><span style=\"font-size: small;\"> before it drives <\/span><\/strong><strong><span style=\"font-size: small;\">me crazy<\/span><\/strong><strong><span style=\"font-size: small;\">? Until<\/span><\/strong><strong><span style=\"font-size: small;\"> last year<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> when he got a new boss, he<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s been <\/span><\/strong><strong><span style=\"font-size: small;\">allowed to do whatever he <\/span><\/strong><strong><span style=\"font-size: small;\">wanted, <\/span><\/strong><strong><span style=\"font-size: small;\">when he wanted to, <\/span><\/strong><strong><span style=\"font-size: small;\">so it wasn\u2019t until last year that he was actually required to put in a 40-hour<\/span><\/strong><strong><span style=\"font-size: small;\">.<\/span><\/strong><strong><span style=\"font-size: small;\"> My husband and I have pretty much been doing his job for him for the past few months because he refuses to do the things his boss has asked him to. <\/span><\/strong><strong><span style=\"font-size: small;\">Well<\/span><\/strong><strong><span style=\"font-size: small;\">, I<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">ve finally had enough<\/span><\/strong><strong><span style=\"font-size: small;\">\u2026<\/span><\/strong><strong><span style=\"font-size: small;\">Last week, my husband and I ran the yearly volunteer cleanup <\/span><\/strong><strong><span style=\"font-size: small;\">day, with a large<\/span><\/strong><strong><span style=\"font-size: small;\"> turnout of 50<\/span><\/strong><strong><span style=\"font-size: small;\"> (compared to priors of maybe five)<\/span><\/strong><strong><span style=\"font-size: small;\">. <\/span><\/strong><strong><span style=\"font-size: small;\">But<\/span><\/strong><strong><span style=\"font-size: small;\"> the ranger did<\/span><\/strong><strong><span style=\"font-size: small;\">n\u2019t do a <\/span><\/strong><strong><span style=\"font-size: small;\">thing to help, and didn\u2019t even speak to the volunteers. Well, on Sunday we headed back up to camp with our <\/span><\/strong><strong><span style=\"font-size: small;\">kids,<\/span><\/strong><strong><span style=\"font-size: small;\"> to finish <\/span><\/strong><strong><span style=\"font-size: small;\">the clean-up, but a<\/span><\/strong><strong><span style=\"font-size: small;\">fter about 30 minutes the ranger shows up, proceeds to rant at<\/span><\/strong><strong><span style=\"font-size: small;\"> us in front of our <\/span><\/strong><strong><span style=\"font-size: small;\">kids (including some language that would make a sailor blush), and then<\/span><\/strong><strong><span style=\"font-size: small;\">actually <\/span><\/strong><strong><span style=\"font-size: small;\">threaten to call the sheriff if we did<\/span><\/strong><strong><span style=\"font-size: small;\">n\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">t leave immediately. <\/span><\/strong><strong><span style=\"font-size: small;\">Well, we did leave, and promptly called his boss, <\/span><\/strong><strong><span style=\"font-size: small;\">who told <\/span><\/strong><strong><span style=\"font-size: small;\">us that he called and yelled at her as well. She also t<\/span><\/strong><strong><span style=\"font-size: small;\">old us that she and most of the people on the properties committee, plus <\/span><\/strong><strong><span style=\"font-size: small;\">some executive board members, and even the new council executive <\/span><\/strong><strong><span style=\"font-size: small;\">all want to fire him, but they can\u2019t, <\/span><\/strong><strong><span style=\"font-size: small;\">due to some <\/span><\/strong><strong><span style=\"font-size: small;\">BSA policy<\/span><\/strong><strong><span style=\"font-size: small;\">\u2026 She can\u2019t tell <\/span><\/strong><strong><span style=\"font-size: small;\">me exactly what <\/span><\/strong><strong><span style=\"font-size: small;\">it is; all she says is, <\/span><\/strong><strong><span style=\"font-size: small;\">\u201cEveryone in the council office wants him fired, but BSA policy is standing in the way<\/span><\/strong><strong><span style=\"font-size: small;\">.<\/span><\/strong><strong><span style=\"font-size: small;\">\u201d <\/span><\/strong><strong><span style=\"font-size: small;\">Do you have any idea what policy they\u2019re talking about? Or, who do I call at <\/span><\/strong><strong><span style=\"font-size: small;\">the BSA <\/span><\/strong><strong><span style=\"font-size: small;\">national <\/span><\/strong><strong><span style=\"font-size: small;\">office <\/span><\/strong><strong><span style=\"font-size: small;\">to lodge a complaint? Thank you so much for listening and your advice. <\/span><\/strong><strong><span style=\"font-size: small;\">(Name &amp; Council Withheld)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">Camp rangers are often hard to come by.<\/span><span style=\"font-size: small;\"> They frequently lead pretty lonesome lives most of the year, away from &#8220;civilization&#8221; with long-distance &#8220;bosses&#8221; and visitors that sometimes don&#8217;t respect the property and facilities and their hard work maintaining everything year-round.<\/span><span style=\"font-size: small;\"> In my experience, there are just two kinds of camp rangers: Excellent&#8230;and the kind you&#8217;ve described.<\/span><span style=\"font-size: small;\"> What you&#8217;ve encountered is commonly called &#8220;the camp ranger syndrome&#8221;&#8230; They think they &#8220;own&#8221; the camp and its property and get surly, belligerent, and<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">as you&#8217;ve encountered<\/span><span style=\"font-size: small;\">\u2014downright offensive when anyone &#8220;trespasses&#8221; on their &#8220;turf.&#8221; Ultimately, the only possible resolution to this is to fire this kind. <\/span><\/p>\n<p><span style=\"font-size: small;\">As for this &#8220;BSA policy&#8221; you&#8217;ve mentioned, frankly, I have no idea what the folks at your council service center are talking about!<\/span><\/p>\n<p><span style=\"font-size: small;\">If the council powers-that-be aren&#8217;t willing to dump this guy, I&#8217;d sure consider putting my volunteer energies and time elsewhere.<\/span><span style=\"font-size: small;\"> You sure don&#8217;t need nonsense like this in your lives!<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Hello Andy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">We have a difficult situation in our troop\u2026 O<\/span><\/strong><strong><span style=\"font-size: small;\">ur Scoutmaster and Senior Patrol Leader don\u2019t get along.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> They<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019ve managed, <\/span><\/strong><strong><span style=\"font-size: small;\">with the help of several very good Assistant Scoutmasters, to make their working relationship tolerable, but it\u2019s a strain at best.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> The S<\/span><\/strong><strong><span style=\"font-size: small;\">enior Patrol Leader<\/span><\/strong><strong><span style=\"font-size: small;\"> is about to complete his next rank has asked me\u2014the C<\/span><\/strong><strong><span style=\"font-size: small;\">ommittee <\/span><\/strong><strong><span style=\"font-size: small;\">Chair\u2014if<\/span><\/strong><strong><span style=\"font-size: small;\">he<\/span><\/strong><strong><span style=\"font-size: small;\"> can<\/span><\/strong><strong><span style=\"font-size: small;\"> have his Scoutmaster Conference with one of the Assistant Scoutmasters<\/span><\/strong><strong><span style=\"font-size: small;\">, with whom h<\/span><\/strong><strong><span style=\"font-size: small;\">e\u2019s more comfortable.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> I\u2019ve read much on your <\/span><\/strong><strong><span style=\"font-size: small;\">columns ab<\/span><\/strong><strong><span style=\"font-size: small;\">out the purposes of the S<\/span><\/strong><strong><span style=\"font-size: small;\">coutmaster C<\/span><\/strong><strong><span style=\"font-size: small;\">onference, and how important it is that the S<\/span><\/strong><strong><span style=\"font-size: small;\">coutmaster<\/span><\/strong><strong><span style=\"font-size: small;\"> not delegate this responsibility, but is it allowable in some situations (like this one)<\/span><\/strong><strong><span style=\"font-size: small;\">? units, made up of Scouts from throughout the council, most of whom have never met one another before.<\/span><span style=\"font-size: small;\"> They&#8217;re usually assigned to patrols, and assigned tent-mates pretty arbitrarily.<\/span><span style=\"font-size: small;\"> As we were building the troop and going through the assignments, two Scouts who had been assigned to the same patrol and given the other as a tent mate approached me, independently&#8230; each told me that he absolutely couldn&#8217;t stand his ten<\/span><span style=\"font-size: small;\">t mate and would I please reassign him.<\/span><span style=\"font-size: small;\"> To each one, separately and without the knowledge of the other, I said I&#8217;d consider the request, but only after he reported back to me about his current tent mate.<\/span><span style=\"font-size: small;\"> I wanted him to find out what the other Scout&#8217;s favorite school subject was and which he hated, what sports he played and what position he played, what professional sports he followed and who were his favorite teams, what was his religion and what church did he go to, did he have any brothers or sisters and how did he get along with each, what home troop he was in and what was his favorite camping trip, what his favorite food, video game, dessert, chewing gum, movie, TV show, and athletic shoe brand was, and he had a week to find all this out and report back to me.<\/span><\/p>\n<p><span style=\"font-size: small;\">Well, each did as assigned, and when each was done, I told him that I&#8217;d considered the request they&#8217;d made and he&#8217;d be reassigned.<\/span><span style=\"font-size: small;\"> But of course you know what happened&#8230; Each one said that, well, maybe he&#8217;d keep his tent mate after all&#8230;<\/span><\/p>\n<p><span style=\"font-size: small;\">At the Jamboree, they were inseparable&#8230; Where you found one, there was the other.<\/span><span style=\"font-size: small;\"> They had the neatest, cleanest tent<\/span><span style=\"font-size: small;\"> in the troop<\/span><span style=\"font-size: small;\">, &#8220;covered&#8221; for one another if one happened to lag behind, and when we were short on snacks, for instance, volunteered to share one and give the second one away.<\/span><span style=\"font-size: small;\"> When the Jamboree was over, they stayed in touch with one another and even attended <\/span><span style=\"font-size: small;\">each<\/span><span style=\"font-size: small;\"> other&#8217;s Eagle court of honor<\/span><span style=\"font-size: small;\">, even though their troops were in different towns.<\/span><br \/>\n<span style=\"font-size: small;\">Got<\/span><span style=\"font-size: small;\"> where I\u2019m goin\u2019 here<\/span><span style=\"font-size: small;\">?<\/span><span style=\"font-size: small;\"> Good.<\/span><span style=\"font-size: small;\"> &#8216;Nuff sed.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear Andy,<\/span><\/strong><br \/>\n<strong><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">A Scout <\/span><\/strong><strong><span style=\"font-size: small;\">has recently <\/span><\/strong><strong><span style=\"font-size: small;\">completed over <\/span><\/strong><strong><span style=\"font-size: small;\">six hours of <\/span><\/strong><strong><span style=\"font-size: small;\">service, with <\/span><\/strong><strong><span style=\"font-size: small;\">his <\/span><\/strong><strong><span style=\"font-size: small;\">eighth grade civics class.<\/span><\/strong><strong><span style=\"font-size: small;\"> He<\/span><\/strong><strong><span style=\"font-size: small;\">personally <\/span><\/strong><strong><span style=\"font-size: small;\">collected over 450 <\/span><\/strong><strong><span style=\"font-size: small;\">lbs. <\/span><\/strong><strong><span style=\"font-size: small;\">of food <\/span><\/strong><strong><span style=\"font-size: small;\">for t<\/span><\/strong><strong><span style=\"font-size: small;\">he hungry and then <\/span><\/strong><strong><span style=\"font-size: small;\">created a <\/span><\/strong><strong><span style=\"font-size: small;\">d<\/span><\/strong><strong><span style=\"font-size: small;\">o<\/span><\/strong><strong><span style=\"font-size: small;\">cumentary on the<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">number of homeless\/hungry.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">But our troop\u2019s <\/span><\/strong><strong><span style=\"font-size: small;\">advancement coordinator <\/span><\/strong><strong><span style=\"font-size: small;\">has stated that<\/span><\/strong><strong><span style=\"font-size: small;\"> school <\/span><\/strong><strong><span style=\"font-size: small;\">service <\/span><\/strong><strong><span style=\"font-size: small;\">projects can<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019t count for rank service hours<\/span><\/strong><strong><span style=\"font-size: small;\">. He apparently considers this a \u201c<\/span><\/strong><strong><span style=\"font-size: small;\">double<\/span><\/strong><strong><span style=\"font-size: small;\">&#8211;<\/span><\/strong><strong><span style=\"font-size: small;\">dipping\u201d infraction.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> The C<\/span><\/strong><strong><span style=\"font-size: small;\">ommittee Chair and Scoutmaster are trying to research this. While we\u2019re at it, do you have any thoughts that might help us? (Name Withheld, National Capital Area Council, MD)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">First, let\u2019s remember that a troop\u2019s \u201cadvancement coordinator\u201d is a record-keeping administrator; not a policy-setter. So, <\/span><span style=\"font-size: small;\">&#8220;Scoutmaster approved&#8221; is the way to go<\/span><span style=\"font-size: small;\">,<\/span><span style=\"font-size: small;\"> per the language of the requirement.<\/span><span style=\"font-size: small;\"> Your advancement coordinator has absolutely nothing to say about this, and <\/span><span style=\"font-size: small;\"> in this specific situation <\/span><span style=\"font-size: small;\">I<\/span><span style=\"font-size: small;\">\u2019<\/span><span style=\"font-size: small;\">d encourage the Scoutmaster to sign off. There are no &#8220;infractions&#8221; operating here except a too tightly-wound advancement person, perhaps. He was told, \u201cNo\u2026 You have to show \u2018more leadership\u2019,\u201d despite this having been signed off. Is this accurate? Can a Scoutmaster actually reverse himself on a requirement he\u2019s already signed a Scout off on? So don&#8217;t abandon him when he needs you most! The school authorities, and his parents, will mete out all the &#8220;punishment&#8221; he&#8217;ll need, to learn that what he tried to do was pretty dumb. If so, what happens if the badge requirements change between doing the prerequisites and getting the blue card signed at summer camp? <\/span><\/strong><strong><span style=\"font-size: small;\">More specifically, <\/span><\/strong><strong><span style=\"font-size: small;\">my son became a Boy Scout in 2005 and was told that he had to have his 20 days<\/span><\/strong><strong><span style=\"font-size: small;\">-and-nights of camp<\/span><\/strong><strong><span style=\"font-size: small;\">ing completed<\/span><\/strong><strong><span style=\"font-size: small;\"> prior to doing the Camping <\/span><\/strong><strong><span style=\"font-size: small;\">merit badge<\/span><\/strong><strong><span style=\"font-size: small;\"> at summer camp<\/span><\/strong><strong><span style=\"font-size: small;\">, s<\/span><\/strong><strong><span style=\"font-size: small;\">o he started keeping track of his camping, but in the meanwhile, the requirements for that merit badge changed in 2007<\/span><\/strong><strong><span style=\"font-size: small;\">: It now required that all <\/span><\/strong><strong><span style=\"font-size: small;\">camping take place at <\/span><\/strong><strong><span style=\"font-size: small;\">Scouting <\/span><\/strong><strong><span style=\"font-size: small;\">events. My son<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">had<\/span><\/strong><strong><span style=\"font-size: small;\"> had <\/span><\/strong><strong><span style=\"font-size: small;\">a number of significant camping experiences<\/span><\/strong><strong><span style=\"font-size: small;\">, however at a non-BSA camp<\/span><\/strong><strong><span style=\"font-size: small;\">, that <\/span><\/strong><strong><span style=\"font-size: small;\">would have qualified toward the 20 days-and-nights he needs until the requirements changed three years ago. <\/span><\/strong><strong><span style=\"font-size: small;\">So, even though he took, for instance, a two-day canoe trip<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> and<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">camping<\/span><\/strong><strong><span style=\"font-size: small;\"> and hiked that included some significant mountaineering, now his troop leader says that th<\/span><\/strong><strong><span style=\"font-size: small;\">ose <\/span><\/strong><strong><span style=\"font-size: small;\">doesn&#8217;t count<\/span><\/strong><strong><span style=\"font-size: small;\">, because they weren\u2019t Scouting events<\/span><\/strong><strong><span style=\"font-size: small;\">. But my son<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">had been <\/span><\/strong><strong><span style=\"font-size: small;\">relying on the<\/span><\/strong><strong><span style=\"font-size: small;\"> pre-2007 version of the Camping <\/span><\/strong><strong><span style=\"font-size: small;\">merit badge,<\/span><\/strong><strong><span style=\"font-size: small;\"> since that&#8217;s when he started putting together his prerequisites. <\/span><\/strong><strong><span style=\"font-size: small;\">Your thoughts?<\/span><\/strong><strong><span style=\"font-size: small;\"> (Name &amp; Council Withheld)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">Fi<\/span><span style=\"font-size: small;\">rst, <\/span><span style=\"font-size: small;\">to yo<\/span><span style=\"font-size: small;\">ur son: <\/span><span style=\"font-size: small;\">Don<\/span><span style=\"font-size: small;\">&#8216;t stress over this. Scouting&#8217;s all about camping and hiking, so <\/span><span style=\"font-size: small;\"> you\u2019ll will have ample opportunity to rack up 20 days and nights with your present troop, and there&#8217;s absolutely no &#8220;badge-earning race&#8221; going on here!<\/span><\/p>\n<p><span style=\"font-size: small;\">Second to your son: I don\u2019t know who your Merit Badge Counselor was, for the past more than three years, but it seems pretty remote that the two of you didn\u2019t talk about the requirement change at the time it went into effect\u2014over three years ago. Or, did you not have a Merit Badge Counselor, in which case the only one to \u201cblame\u201d (if even blame is necessary) is the Scout who started on a merit badge without starting with a Merit Badge Counselor<\/span><span style=\"font-size: small;\">\u2026 This isn\u2019t how it\u2019s done. Check out page 187 of the handbook you were using at the time.<\/span><br \/>\n<span style=\"font-size: small;\"> As for what<\/span><span style=\"font-size: small;\">\u2019s being<\/span><span style=\"font-size: small;\"> called &#8220;prerequisites,&#8221; I&#8217;m sure there&#8217;s a better word, because merit badges don&#8217;t <\/span><span style=\"font-size: small;\">actually <\/span><span style=\"font-size: small;\">have &#8220;prerequisites.&#8221;<\/span><span style=\"font-size: small;\"> That said, it&#8217;s not unusual at all for a Scout summer camp to advise Scouts who plan to complete certain merit badges while at camp (Camping being an excellent example) to come with requirements that involve substantial time (like at least 15 to 20 days and nights of camping already knocked off) already signed off<\/span><span style=\"font-size: small;\"> by their \u201chome\u201d Merit Badge Counselor<\/span><span style=\"font-size: small;\">, so that they can finish the merit badge while at camp, rather then ending their week with a fist-full of &#8220;partials.&#8221;<\/span><span style=\"font-size: small;\"> On the face of it, I&#8217;d have to say they&#8217;re helping the Scouts; not burdening them.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear A<\/span><\/strong><strong><span style=\"font-size: small;\">ndy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">We had a committee meeting <\/span><\/strong><strong><span style=\"font-size: small;\">recently and all <\/span><\/strong><strong><span style=\"font-size: small;\">the adults were upstairs in <\/span><\/strong><strong><span style=\"font-size: small;\">one room while one Assistant Scoutmaster <\/span><\/strong><strong><span style=\"font-size: small;\">was<\/span><\/strong><strong><span style=\"font-size: small;\"> with the Scouts in a downstairs room. not necessarily to troop meetings at your normal location.<\/span><\/p>\n<p><span style=\"font-size: small;\">If the committee is meeting in another room, it always makes good sense to have the Scoutmaster present with the troop, even though the troop is actually led by the Senior Patrol Leader. <\/span><\/p>\n<p><span style=\"font-size: small;\">Then, when it&#8217;s time for the Scoutmaster&#8217;s report to the committee, an ASM can <\/span><span style=\"font-size: small;\">briefly take over<\/span><span style=\"font-size: small;\"> for the time it<\/span><span style=\"font-size: small;\">\u2019<\/span><span style=\"font-size: small;\">ll take to deliver <\/span><span style=\"font-size: small;\"> his report and answer questions.<\/span><\/p>\n<p><span style=\"font-size: small;\">The adult<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">SM or ASM\u2014<\/span><span style=\"font-size: small;\">present doesn&#8217;t have to do much at all&#8230; Just provide some oversight while the SPL and PLs are conducting the troop meeting, with games, patrol corners, instructions, etc.<\/span><\/p>\n<p><span style=\"font-size: small;\">On hikes and camping trips, you&#8217;d want to have two trained adults<\/span><span style=\"font-size: small;\">\u2014ideally, the SM and ASM<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">along, but that&#8217;s pretty much it!<\/span><\/p>\n<p><span style=\"font-size: small;\">If a patrol meets on their own, or even with another patrol, this is OK, and no adult &#8220;supervisor&#8221; the <\/span><em><span style=\"font-size: small;\">Guide to Safe Scouting<\/span><\/em><span style=\"font-size: small;\"> (<\/span><em><span style=\"font-size: small;\">GTSS<\/span><\/em><span style=\"font-size: small;\">) is, and <\/span><span style=\"font-size: small;\">already provides the information you&#8217;re seeking: On all trips and outings, the leadership may be either (1) two registered adult leaders or (2) one registered leader and one parent of a youth participant, of which one of the two must be age 21 or older.<\/span><span style=\"font-size: small;\"> Therefore, the 19 year old non-registered person you describe would not qualify in either scenario (1) or scenario (2). If it&#8217;s &#8220;I&#8217;ve been asked to be an acolyte at my church, starting this Sunday,&#8221; it&#8217;s also pretty much a quick and easy decision that can be given right there, on the spot.<\/span><span style=\"font-size: small;\"> If the request comes in the form of an email or letter, the Scoutmaster actually has some time to contemplate before responding, if he chooses, and can always advise the Scout to come see him at the next troop meeting to talk it over some more (personally, I&#8217;m not an advocate of back-and-forth emails or letters in situations like these). <\/span><\/p>\n<p><span style=\"font-size: small;\">But, if you&#8217;re asking if the BSA has stipulated some sort of standardized <\/span><span style=\"font-size: small;\"> or \u201cofficial\u201d <\/span><span style=\"font-size: small;\">dwell-time between request and response, the answer&#8217;s no.<\/span><span style=\"font-size: small;\">The Scoutmaster&#8217;s responsibility here is to encourage Scouts&#8217; enthusiasm for helping others, while simultaneously assuring that the help is aimed in the right direction.<\/span><span style=\"font-size: small;\"> This can be done as spontaneously as the Scoutmaster is capable of.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear A<\/span><\/strong><strong><span style=\"font-size: small;\">ndy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">O<\/span><\/strong><strong><span style=\"font-size: small;\">n the <\/span><\/strong><strong><span style=\"font-size: small;\">merit badge <\/span><\/strong><strong><span style=\"font-size: small;\">blue card<\/span><\/strong><strong><span style=\"font-size: small;\">, <\/span><\/strong><strong><span style=\"font-size: small;\">when a <\/span><\/strong><strong><span style=\"font-size: small;\">Scout wants to start a<\/span><\/strong><strong><span style=\"font-size: small;\"> merit badge<\/span><\/strong><strong><span style=\"font-size: small;\"> does the \u201cSignature of Unit Leader\u201d have to be his S<\/span><\/strong><strong><span style=\"font-size: small;\">coutmaster?<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">Two scenarios come to mind<\/span><\/strong><strong><span style=\"font-size: small;\">\u2026 First, when a Scout\u2019s at<\/span><\/strong><strong><span style=\"font-size: small;\"> summer camp as a provisional camper and wants to work on a <\/span><\/strong><strong><span style=\"font-size: small;\">merit badge <\/span><\/strong><strong><span style=\"font-size: small;\">that he had<\/span><\/strong><strong><span style=\"font-size: small;\">n\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">t previously decided<\/span><\/strong><strong><span style=\"font-size: small;\"> on (or even, maybe, thought about before camp), can the provisional troop\u2019s <\/span><\/strong><strong><span style=\"font-size: small;\">Scoutmaster sign the card<\/span><\/strong><strong><span style=\"font-size: small;\"> for him<\/span><\/strong><strong><span style=\"font-size: small;\">? Second, we recently had <\/span><\/strong><strong><span style=\"font-size: small;\">a group of <\/span><\/strong><strong><span style=\"font-size: small;\">Scouts form<\/span><\/strong><strong><span style=\"font-size: small;\"> an informal <\/span><\/strong><strong><span style=\"font-size: small;\">\u201ctroop\u201d\u2014made up of Scouts from various <\/span><\/strong><strong><span style=\"font-size: small;\">troops but not led by a registered <\/span><\/strong><strong><span style=\"font-size: small;\">BSA <\/span><\/strong><strong><span style=\"font-size: small;\">adult volunteer\u2014to go on a backpacking trip of their own. While on the trip, they <\/span><\/strong><strong><span style=\"font-size: small;\">worked on <\/span><\/strong><strong><span style=\"font-size: small;\">merit badges using <\/span><\/strong><strong><span style=\"font-size: small;\">blue card<\/span><\/strong><strong><span style=\"font-size: small;\">s signed <\/span><\/strong><strong><span style=\"font-size: small;\">by this un-registered \u201cScoutmaster<\/span><\/strong><strong><span style=\"font-size: small;\">,\u201d and w<\/span><\/strong><strong><span style=\"font-size: small;\">hen they returned this \u201cScoutmaster\u201d signed the cards <\/span><\/strong><strong><span style=\"font-size: small;\">as completed <\/span><\/strong><strong><span style=\"font-size: small;\">and <\/span><\/strong><strong><span style=\"font-size: small;\">presented merit badges to the Scouts<\/span><\/strong><strong><span style=\"font-size: small;\">. Now the families are expecting <\/span><\/strong><strong><span style=\"font-size: small;\">in the troop <\/span><\/strong><strong><span style=\"font-size: small;\">to <\/span><\/strong><strong><span style=\"font-size: small;\">consider these valid and file formal advancement reports with our council service center, and <\/span><\/strong><strong><span style=\"font-size: small;\">I\u2019m having concerns about<\/span><\/strong><strong><span style=\"font-size: small;\"> this\u2014I <\/span><\/strong><strong><span style=\"font-size: small;\">think some rules have been bent and <\/span><\/strong><strong><span style=\"font-size: small;\">I <\/span><\/strong><strong><span style=\"font-size: small;\">question the validity of these <\/span><\/strong><strong><span style=\"font-size: small;\">merit badges. Any <\/span><\/strong><strong><span style=\"font-size: small;\">thoughts about either or both situations? (<\/span><\/strong><strong><span style=\"font-size: small;\">Kane Kanetani, SM, Aloha Council, HI)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">First situation: <\/span><span style=\"font-size: small;\"> If a Scout, while at summer camp, decides to work on a specific merit badge, it&#8217;s not unusual for someone other than his home Scoutmaster to sign the face of the merit badge application (aka &#8220;blue card&#8221;)&#8230; After all, if the <\/span><span style=\"font-size: small;\">home <\/span><span style=\"font-size: small;\"> Scoutmaster doesn&#8217;t happen to be at camp <\/span><span style=\"font-size: small;\">during a particular<\/span><span style=\"font-size: small;\"> week, we don&#8217;t want <\/span><span style=\"font-size: small;\">this <\/span><span style=\"font-size: small;\"> to hold back <\/span><span style=\"font-size: small;\">or limit a <\/span><span style=\"font-size: small;\">Scout<\/span><span style=\"font-size: small;\">. Typically, the adult troop volunteer at camp for whatever particular week either has a bunch of pre-signed blue cards or simply has blank cards that he signs on the spot.<\/span><span style=\"font-size: small;\"> This is pretty much a simple procedure that&#8217;s been employed by lots and lots of troops, for years.<\/span><span style=\"font-size: small;\"> Or, in the case of a provisional Scoutmaster (sometimes a camp staffer), of course he\u2019s sign a blue card for a Scout to start a merit badge, again because we don\u2019t find tricky ways to hold back Scouts\u2019 enthusiasm (besides, this is hardly \u201cillegal\u201d!)<\/span><\/p>\n<p><span style=\"font-size: small;\">To address your second situation, we need to start here: Merit badges themselves are earned while working with a registered merit badge counselor or with a Scout camp staffer who has been authorized for the summer to sign off on merit badge completions. Merit badges can only be earned in one or the other of these two ways. I&#8217;m sorry that, somehow, your Scouts were misled into believing that they could earn a merit badge from someone who isn&#8217;t a registered merit badge counselor.<\/span><span style=\"font-size: small;\"> If this gentleman then went to a local Scout shop and bought the merit badges to give out to the Scouts he was, of course, totally out of line in doing so.<\/span><\/p>\n<p><span style=\"font-size: small;\">(Personally, I&#8217;d make sure my Scouts never, ever went on another <\/span><span style=\"font-size: small;\"> trip with him<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">He&#8217;s way too much of a rule-busting maverick for me!)<\/span><\/p>\n<p><span style=\"font-size: small;\">So, what do you do now?<\/span><span style=\"font-size: small;\"> Not sure&#8230; What supposed merit badge(s) did the Scouts purportedly &#8220;earn&#8221;? If Eagle-required, then you may take a hard line and tell the Scouts that they need to go see a<\/span><span style=\"font-size: small;\">n actual registered <\/span><span style=\"font-size: small;\"> counselor and get an authorized signature before getting the actual merit badge card and an official troop advancement report. If it&#8217;s something more innocuous (Basketry or Woodcarving come to mind, and I hope I haven\u2019t bent Basketry and Woodcarving Merit Badge Counselors out o\u2019 shape!)<\/span><span style=\"font-size: small;\">, I might be tempted, but I <\/span><span style=\"font-size: small;\"> still don&#8217;t think I&#8217;d let it slide<\/span><span style=\"font-size: small;\">\u2014<\/span><span style=\"font-size: small;\">This is an important lesson that Scouts need to learn, about following blindly after <\/span><span style=\"font-size: small;\">rule-breaking, self-important jerks.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear Andy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">I&#8217;m trying to settle a<\/span><\/strong><strong><span style=\"font-size: small;\"> little <\/span><\/strong><strong><span style=\"font-size: small;\">argument about wh<\/span><\/strong><strong><span style=\"font-size: small;\">ich<\/span><\/strong><strong><span style=\"font-size: small;\">unit committee <\/span><\/strong><strong><span style=\"font-size: small;\">member is responsible for obtaining medical forms. As for medical forms, when, at a committee meeting, the Chair asks for someone to volunteer to distribute and then collect these from the parents of the boys, and\/or from the adult volunteers, and somebody says, &#8220;OK, I&#8217;ll do it,&#8221; the job&#8217;s half-done already.<\/span><\/p>\n<p><span style=\"font-size: small;\"> We need to remember that Scouting is a volunteer organization, that needs people to volunteer to take on the responsibilities of getting the jobs taken care off.<\/span><span style=\"font-size: small;\"> Leave the &#8220;turf war mentality&#8221; at the doorstep.<\/span><\/p>\n<hr \/>\n<p><strong><span style=\"font-size: small;\">Dear Andy,<\/span><\/strong><\/p>\n<p><strong><span style=\"font-size: small;\">This is about the BSA\u2019s s<\/span><\/strong><strong><span style=\"font-size: small;\">wimming requirements<\/span><\/strong><strong><span style=\"font-size: small;\"> and <\/span><\/strong><strong><span style=\"font-size: small;\">Swimming merit badge alternatives<\/span><\/strong><strong><span style=\"font-size: small;\">\u2026 <\/span><\/strong><strong><span style=\"font-size: small;\">One of the <\/span><\/strong><strong><span style=\"font-size: small;\">Scouts<\/span><\/strong><strong><span style=\"font-size: small;\"> in our troop has some physical challenges, primarily with involuntary muscle movements and control, which do<\/span><\/strong><strong><span style=\"font-size: small;\">n\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">t really make a big difference in most Scouting activities.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> He&#8217;s curre<\/span><\/strong><strong><span style=\"font-size: small;\">n<\/span><\/strong><strong><span style=\"font-size: small;\">tly 12<\/span><\/strong><strong><span style=\"font-size: small;\"> year old, <\/span><\/strong><strong><span style=\"font-size: small;\">strong, with <\/span><\/strong><strong><span style=\"font-size: small;\">great stamina, but<\/span><\/strong><strong><span style=\"font-size: small;\"> coordinating large muscle groups<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">can be<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\">problematic<\/span><\/strong><strong><span style=\"font-size: small;\"> for him<\/span><\/strong><strong><span style=\"font-size: small;\">.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> Swimming (in the traditional sense) is difficult at best, as is coordinating enough mu<\/span><\/strong><strong><span style=\"font-size: small;\">s<\/span><\/strong><strong><span style=\"font-size: small;\">cle groups to tread water or to keep afloat using standard strokes. He seems to have virtually no body fat, as he constantly works to counterbalance his involuntary movements. He can swim underwater quite well, but struggles on the surface. I\u2019m sure that, as written, there<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">s no possibility that he<\/span><\/strong><strong><span style=\"font-size: small;\">\u2019<\/span><\/strong><strong><span style=\"font-size: small;\">ll be able to meet the <\/span><\/strong><strong><span style=\"font-size: small;\">swimming <\/span><\/strong><strong><span style=\"font-size: small;\">requirements for <\/span><\/strong><strong><span style=\"font-size: small;\">Second or First Class<\/span><\/strong><strong><span style=\"font-size: small;\">, let alone the swimmers test or <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">wimming merit badge until he&#8217;s nearly 16 or 17, and t<\/span><\/strong><strong><span style=\"font-size: small;\">hat seems too long <\/span><\/strong><strong><span style=\"font-size: small;\">a time <\/span><\/strong><strong><span style=\"font-size: small;\">to arbitrarily restrain an otherwise exceptional <\/span><\/strong><strong><span style=\"font-size: small;\">S<\/span><\/strong><strong><span style=\"font-size: small;\">cout to <\/span><\/strong><strong><span style=\"font-size: small;\">T<\/span><\/strong><strong><span style=\"font-size: small;\">enderfoot<\/span><\/strong><strong><span style=\"font-size: small;\"> rank<\/span><\/strong><strong><span style=\"font-size: small;\">.<\/span><\/strong><strong><\/strong><strong><span style=\"font-size: small;\"> I can understand delaying the merit badge for a while, even as it will preclude him from most S<\/span><\/strong><strong><span style=\"font-size: small;\">cout water<\/span><\/strong><strong><span style=\"font-size: small;\">sports<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> merit badges<\/span><\/strong><strong><span style=\"font-size: small;\">,<\/span><\/strong><strong><span style=\"font-size: small;\"> and<\/span><\/strong><strong><span style=\"font-size: small;\"> on-water<\/span><\/strong><strong><span style=\"font-size: small;\"> activities, but what are <\/span><\/strong><strong><span style=\"font-size: small;\">his<\/span><\/strong><strong><span style=\"font-size: small;\"> options concerning the <\/span><\/strong><strong><span style=\"font-size: small;\">Second Class <\/span><\/strong><strong><span style=\"font-size: small;\">swimming requirements, the swimmers test, and other First Class<\/span><\/strong><strong><span style=\"font-size: small;\"> swimming requirements?<\/span><\/strong><strong><span style=\"font-size: small;\"> I&#8217;d appreciate any input you might have, or any direction you could send me.<\/span><\/strong><strong><span style=\"font-size: small;\"> (<\/span><\/strong><strong><span style=\"font-size: small;\">Dave Pertl, A<\/span><\/strong><strong><span style=\"font-size: small;\">SM, <\/span><\/strong><strong><span style=\"font-size: small;\">Buffalo<\/span><\/strong><strong><span style=\"font-size: small;\"> Trace Council, <\/span><\/strong><strong><span style=\"font-size: small;\">IL)<\/span><\/strong><\/p>\n<p><span style=\"font-size: small;\">I sure wish this Scout lived nearby&#8230; As a still-active swimming instructor, I&#8217;ll bet I could have him swimming in about an <\/span><span style=\"font-size: small;\"> hour of coaching!<\/span><span style=\"font-size: small;\"> Which leads me to this point: His family needs to find him a qualified swimming instructor who can diagnose his problem and help him fix it.<\/span><span style=\"font-size: small;\"> With strength, stamina, and drive to succeed, he&#8217;ll be swimming the way he&#8217;d like to in short order!<\/span><\/p>\n<p><span style=\"font-size: small;\">If, however, this is a permanent disability of some sort, and can be certified in writing by a licensed medical practitioner, then he can pursue alternative swimming requirements for Second Class and First Class ranks that are both rigorous and pre-approved by the district or council advancement committee.<\/span><span style=\"font-size: small;\"> Refer to the BSA book, <\/span><em><span style=\"font-size: small;\">2010 Boy Scout Requirements<\/span><\/em><span style=\"font-size: small;\">, for how to proceed via this avenue. <\/span><\/p>\n<p><span style=\"font-size: small;\">As for Swimming merit badge, this isn&#8217;t mandatory to reach the rank of Eagle: Hiking and Cycling are approved alternatives.<\/span><\/p>\n<p><span style=\"font-size: small;\">BTW, t<\/span><span style=\"font-size: small;\">he only one approved by the BSA to &#8220;delay&#8221;
